Long answer is, unless the garage that replaced the timing belt had provided that information (sometimes on a placard or a sticker on the timing belt cover, in the engine bay), there is no way to tell if the timing belt has been changed or not without opening up parts of the engine. Please note that not all engines use a timing belt, the majority of engine manufacturers have moved to a timing chain system which doesn’t need the same attention as a timing belt)
